Columbia made a similar decision and used “Foreign-owned property.”

It also follows the pattern of Foreign workers (which LC changed from Alien workers)

Indigenous Subject Headings from the Manitoba Archival Information Network: Find the list of subject headings changed by some Canadian libraries here: https://main.lib.umanitoba.ca/indigenous-subject-headings

From my understanding, if you know the name of the tribe or nation the person or people came from you would identify that. If not, you could use Indigenous North Americans.
